1. Registration Fee
For the first time in the history of the Green Card Lottery, starting with the DV-2027 cycle, a rule is being implemented that requires lottery participants to pay a small, non-refundable electronic fee of – $1 (one U.S. dollar) – at the time of online application submission.
What does this change mean?
The principal applicant who completes the Green Card application must pay the $1 fee. Payment is processed online through the official portal using a debit or credit card.
The U.S. Department of State explains that the purpose of this change is to serve two main objectives:

Distribution of Administrative Costs: Program administration costs, which were previously covered only by selected winners in the form of a visa fee, will now be partially offset by all participants.

Fraud Reduction: The introduction of the fee will reduce the volume of fraudulent applications.
It is important to note that the $1 fee is non-refundable and will not be returned even if the applicant is not selected or later decides to withdraw from continuing the process.
2. Passport Data
Although the mandatory passport requirement was waived in recent years, starting with DV-2027, the entry of passport data and the uploading of a photo during registration have become mandatory once again. This change is aimed at protecting the integrity of the program and eliminating fraudulent schemes.
The principal applicant is now required to possess a valid, current international passport. During registration, they must enter passport details such as the passport number, the issuing country, etc. It is also necessary to upload a scanned copy of the passport's biometric page.
